Home air conditioning in England may be permitted development only when every relevant limit and condition is met. Current Planning Portal guidance says the system must provide heating as well as cooling and, from 28 May 2026, the installation must comply with MCS 020a to use the air-source heat-pump permitted-development route. The starting point in England
A reversible wall split is an air-to-air heat pump: it moves heat outdoors for cooling and indoors for heating. The Planning Portal says an air-source heat-pump installation on domestic premises can be permitted development when all limits and conditions are satisfied.
This route is not available merely because a product is described as air conditioning. The equipment cannot be used solely for cooling, and the installation must meet the applicable planning standard and siting conditions. Building regulations and other legal duties remain separate.
Important limits and exceptions
The official guidance covers equipment volume, number of units, roofs, highway-facing elevations, protected land and the need to minimise visual and amenity impact. It also says permitted-development rights can be removed by a planning condition, Article 4 direction or another restriction.
Installations within the curtilage of a listed building or scheduled monument do not receive the stated permitted-development right. Conservation areas and flats require especially careful checking. Lease terms, landlord or freeholder permission and covenants can apply even where planning permission does not.
Noise and MCS 020a
From 28 May 2026, the Planning Portal identifies MCS 020a as the permitted certification scheme for this planning route. Noise assessment is therefore not just a catalogue dB comparison: it depends on equipment sound power, barriers, distance, reflective surfaces and the nearest assessment position.

A practical pre-installation checklist
Identify whether the property is a house or flat, listed, in a conservation area, subject to an Article 4 direction or controlled by a lease. Confirm whether this is the first relevant heat pump at the property and whether another wind turbine or heat pump affects the permitted-development conditions.
